Thanks to Jeff Kaplan for removing all the copyrighted films that have been getting uploaded. Is it possible to bar the uploader or uploaders of the copyrighted material from uploading anything more?

Not all of them do so with any bad intent. It would be a bit harsh to ban somebody for making a simple mistake. A lot of the regular contributors have uploaded improper content at times, banning them would be taking a lot away from the Archive.

The problem though is there was already a post saying that a single person had been uploading all of the copyrighted films. So I'm seriously doubting that this was unintentional. Then there was another user who kept defending at least 4 films that were proven to be under copyright. That's rediculous and unacceptable! I don't know if that was the same person who uploaded the films,but I think it's rediculous that 4 films get proven to be under copyright and then once pulled someone keeps defending the films as being in the public domain.
